A lotus restaurant is one that serves lotus cuisine. The lotus flower can be used in many different dishes as is seen here in this article from the Taipei Times newspaper in Taiwan:

'Almost every part of the lotus can be made into lotus cuisine,' said Yang, adding the lotus flowers are best for making salads and the lotus roots are excellent for soup and sauteed dishes. Lotus leaves can also be used to wrap rice or fish for steamed dishes. As for lotus seeds -- which are already known as a delicious addition to various dishes -- they are best in sweet soups and stews."
